PosAm with its ParkDots parking system could not miss this conference. Our colleague Martin Ivančík presented the ParkDots product portfolio on concrete successful projects and also showed what we have been able to accomplish in the two and a half years since the last conference.

One of such exceptional projects is parking in Bratislava, which has already been discussed by representatives of the capital city.  They presented the new parking policy, which has already been successfully applied in 5 urban zones and has the potential for further expansion.

In addition, the participants of the conference learned a lot of interesting information, discussed the amendments to the road traffic law, the (non)application of the institute of strict liability, and other problems that cities struggle with on a daily basis (e.g., the new ordinance on traffic signs, alternative transport – scooters parked in the middle of the sidewalks, the postponed ban on parking cars on sidewalks, etc.).

A huge, fundamental change has taken place in the streets of the capital city. A long-anticipated change in the city’s parking policy is becoming a reality. Electronic parking permits are coming, and new rules are being introduced to improve parking for residents and visitors alike.

On 1 December, online registration and purchase of parking permits for residents of the three pilot zones – Tehelné pole in Nové Mesto, Dvory IV in Petržalka and Krasňany in Rača – was launched via our permits.parkdos.com system. Since that date, all those interested in parking permits (residents of the pilot zones, as well as Bratislava residents who commute to those zones and park there) can register with the ParkDots system, which is designed to provide an intuitive path through the entire process from application to processing, to control and management of the permits.

The uniqueness of the project lies in its comprehensiveness, the maximum online access and in the convenience it provides to residents. No more repeated visits to offices, manually filled forms, searching for documents and proving your data.  We have connected all the necessary offices with the system for processing parking permits, creating an information system that draws data directly from five state registers – the Register of Natural Persons, the Register of Legal Persons, the Register of Addresses, the Cadastre of Real Estate and the National Vehicle Register. These connections make it possible for applicants to go through the whole process from the convenience of their homes.

The introduction of something new is always a complex matter, so it is essential to showcase the exact procedures and answer any questions they may have. We have created a special page on the ParkDots website, which contains all the necessary information to help the permit applicant successfully go through the entire registration process. In connection with the preparation of a city-wide parking policy in Bratislava, individual city districts start to regulate parking in some selected zones. The regulation of parking has been in place for some time in the residential area known as 500 Flats in the Ružinov District. On most streets, parking is allowed during the day only for residents.  Short-term parking for visitors is possible only on Velehradská Street. The parking time is limited to three hours.

Monitoring of compliance with the parking time limit is ensured by PosAm with its parking management solution called ParkDots. It is a smart-parking platform used by more than 25 cities in Slovakia, the Czech Republic, Poland and Greece.

“We are pleased that the Municipality of Bratislava has chosen our ParkDots system and intelligent occupancy sensors from the Dutch company NEDAP for the project in the 500 Flats residential area. Visitors to this zone will soon be able to conveniently check via the mobile application whether any parking lot is free or occupied. At the same time, city police officers will have a real-time overview of drivers’ compliance with the set time limit for short-term parking. We believe that this solution will help to ensure discipline and guarantee that the parking lot is not used on a long-term basis but exclusively for short-term visits during the day,” said Michal Bróska, the company’s Product Development Director.

After Karlova Ves, this is the second district of Bratislava that will use the ParkDots platform and data received from IoT (Internet of Things) sensors designed to monitor the occupancy of parking spaces.

The project also aims to provide valuable data that will help the Capital City to prepare for and implement a city-wide parking policy.

“It is important for us to collect data on parking directly from the streets of our city. Only on the basis of real data, we will be able to make effective and correct decisions in regulation of parking. We view IoT-based occupancy sensors as an interesting and promising technology that will allow us to implement several parking scenarios, while providing a useful service for residents and visitors to the city. The implementation of the project on Velehradská Street is designed to verify the system that can help us in putting the city parking regulation into practice,” said Petra Dzurovčinová, Commissioner for Innovation of the capital city of Bratislava.

The project was prepared in cooperation with the Slovak company ALAM, which has been implementing intelligent transport solutions for cities in Slovakia and other European countries for many years. Even PosAm, namely our ParkDots team, has visited the city. However, it was a business trip. As part of the Smart City projects, the city has decided for an intelligent management of parking services. ParkDots, in cooperation with our affiliated company T-Mobile Polska, has implemented a smart parking system for disability card holders, parking card holders and buses in the city.

Both systems contribute to the improvement of the daily life of the city’s inhabitants while increasing the level of services for the numerous visitors of the city who will soon come back.

Building transportation terminals and park & ride facilities is a part of the emerging integrated transportation system in the Bratislava region. The system includes preparation of identical projects in Svätý Jur, Pezinok, Šenkvice, Ivanka pri Dunaji, Bernolákovo, Zohor and Nové Košariská. The project was funded through the Integrated Regional Operational Programme (IROP).

The park & ride facility in Malacky features the ParkDots intelligent parking system by PosAm. Sensors installed directly in parking spaces make it possible for drivers to track the occupancy of each space in real time. The information is available through the ParkDots mobile application and on information boards in town.

ParkDots is a comprehensive system for parking solutions. It ensures administration and control of parking policies, monitoring of parking space occupancy, inspection of parking authorization, integration with other payment and parking system, and the possibility to pay parking fees using a mobile application. It is also a source of statistical data and includes parking authorization administration. In Slovakia alone, ParkDots services are provided in 8 other towns: Trnava, Nitra, Trenčín, Liptovský Mikuláš, Dolný Kubín, Karlova Ves v Bratislave, Prievidza, and Banská Štiavnica.

In the pilot operation, 23 parking spaces in Pribišova Street have been equipped with road sensors. These sensors cooperate with an electronic card that the owner of the reserved space has in their vehicle. As a result, the sensor can recognize whether the assigned vehicle is parked in the given space. If a disabled person’s parking space is occupied by a driver who is not eligible, the system can evaluate this information and forward it further.

“We focused on a vulnerable group of drivers who either have a severe disability themselves or who drive someone who is disabled. It happens, either due to ignorance or recklessness, that other drivers occupy their parking space,” explained Dana Čahojová, the Mayor of Karlova Ves. The system is still being tested and, if it proves itself, the city district will consider introducing it more widely. “We have these sensors installed in another location, in which we monitor the availability of parking spaces where parking time is limited. We are collecting valuable data,” said the Mayor. In the future, this method could also be used for the introduction of resident parking.

Last year, municipal police dealt with 1,258 cases of unauthorized parking in parking spaces for persons with disabilities throughout Bratislava. There were 241 such violations in Karlova Ves. “This is a serious traffic violation which can be dealt with by a traffic ticket, or the road administrator can remove the vehicle at the expense of its operator,” said Vladimir Šustr, Commander of the Municipal Police Bratislava IV Branch.

ParkDots is a part of Deutsche Telekom’s Smart City offer. It combines state-of-the-art mobile, cloud and IoT technologies in order to improve parking. Although ParkDots was launched only last year, drivers and self-governments in seven Slovak cities are already using its services. In addition to Bratislava’s Karlová Ves also in Trnava, Trenčín, Liptovský Mikuláš, Dolný Kubín, Prievidza, and Nitra.
