DCOM is a national project aimed at electronization of public administration and the development of electronic services on a local and regional level. It provides villages with a tool that lets them deal efficiently with their agendas and provide services to citizens and companies. As part of the project, a suite of software solutions has been created that will be deployed to local governments in the form of “software as a service” (SaaS). Local government offices will be equipped with new computer equipment together with full technical support and maintenance.
By September 2015, over 1,400 municipalities had already joined the project. Thanks to DCOM, their residents will now be able to communicate with local government electronically, meaning they can arrange their affairs anytime, anywhere. “Opening hours” will be 24 hours a day, 7 days a week. All that an individual or company needs is an internet connection and they can then deal with everything from the comfort of their own home or office, meaning massive savings on time and costs. A whole range of benefits suddenly become available by connecting up villages and towns. For them, they receive a complex solution that unburdens them from IT care, while ensuring compliance with legislation. Connections to various state registers also reduce the administrative burden and margin for error.
“We see our nomination as huge appreciation of the uniqueness of the project on a pan-European scale. The exceptional interest of municipalities is also proof of the attractiveness of the whole idea and a guarantee of the longevity of the project in future,” notes Peter Kolesár, Director for Public Administration at PosAm.
PosAm’s role in the project was that of system integrator. It was responsible for establishing the infrastructures for the operation of all information systems, the integration and connection to reference registers and selected information systems of public administration, connection of the DCOM systems and current information systems of municipalities, and support modules for running the overall solution. PosAm also ensures the problem-free operation and maintenance of the whole system, which includes operation and maintenance of hardware at the data centre, software solutions, support for the end equipment of municipalities, and securing call centre services.
